MITIGATING SPAM IN TM NETWORK
Telekom Malaysia Berhad (TM) is taking immediate action to address this issue where effective 18 March 2008, TM will continue to block OUTBOUND Simple Mail Transfer Protocol (SMTP) traffic or port 25 for all outgoing e-mails from dynamic IP addresses.
With this exercise, Streamyx customers with dynamic IP addresses, who have their own mail server, will not be able to send out-going e-mails.

You have to change your smtp port from 25 into 587 in your 3rd party email software. click here
